ABOUT Philip Moses


I am a Chartered Surveyor, married with two children and living in Dorset.

 

After graduating with a fully-exempting diploma in 1984, I moved from Petersfield, Hampshire, in February 1985 to start work with the Valuation Office (Inland Revenue), based at its Bournemouth office, and have been actively employed since then carrying out a diverse range of valuation and survey work throughout Dorset, Hampshire and parts of Wiltshire.

 

I was elected as an associate member of the Royal Institution of Chartered Surveyors (RICS) in 1988.  I spent the first five years working in the Valuation Office, where I was required to value a wide range of property types within a designated geographical area, primarily for Rating or tax purposes, and to provide advice to other government departments.

 

Between 1990 and 1994, I was engaged principally in carrying out valuations and surveys of residential property, for lending or purchase.  From 1994-2004, I was employed by Palmer Snell Surveyors (later Palmer Snell Fulfords Surveyors, after acquisition by Countrywide).  I managed the Poole office, latterly being promoted to Associate and given the task of Area Co-ordinator for Dorset.  I initially concentrated on residential survey and valuation work and building up the department and client base.  After a time, I set up the commercial valuation department, and employed other surveyors to gradually take over the existing residential valuation/survey workload.  I then regularly carried out commercial valuation appraisals for private clients and the principal banks and other lenders.  I also assisted the commercial director in business development and matters relating to quality assurance, RICS standards and internal procedures. This included mandating valuation reports prepared by other surveyors; and I benefited from the company’s stringent survey mandating procedures, including practical workshops and auditing of Homebuyers Reports and Building Surveys. 

 

Over the years, I have extended my areas of expertise beyond the valuation and survey of core residential and commercial premises (eg houses, flats, offices, shops and industrial units), to include development appraisals, valuations of medical centres and veterinary surgeries/hospitals, Charities Act reports and a wide range of business valuations, including the valuation of residential care homes, hotels, restaurants, public houses, kennels, petrol filling stations and the like.  I also regularly prepare expert witness reports on a variety of property types and have provided expert evidence in court.

 

From 2004 to the end of 2008, I was a member of the survey and valuation team at Goadsby, Bournemouth.  My main role was to provide valuation advice and reports for the company's clients, particularly for commercial secured lending purposes.  I also provided valuation advice for acquisition, tax, Rating, rent review and lease renewal purposes, in addition to residential survey work and my other responsibilities as an Associate Director. 

 

In addition to working out of bases in Bournemouth and Poole, I have also had periods working in Salisbury and Southampton.

 

After a period of working self-employed, I decided to start Philip Moses Chartered Surveyors towards the end of 2010.
